It costs him 2 Ki. Does this mean 2 is the basic cost and any additional Ki boost the radius or all spent Ki is used to calculate the final radius.

You have to spend 2 Ki / per 4".
So if you spend 4 Ki you have an 8" aura, spend 6 Ki for a 12" aura.
